Restitution to Hispanics and to Latin America - A Marshall Plan

We would like to remind certain US Government like Congressmen Lincoln Diaz-Balart,
whom at times says he is and represents Hispanic Americans in the United States, that just
as he has been fighting for the fair restitution of the properties illegally taken by the
Cuban government -which we strongly support-, that he should also fight for the fair
restitution of all properties and assets usurped under the color of Manifest Destiny or
otherwise, by the Federal and State Governments from Hispanics and Latin America. Such as:
one, during and after the forced signing of the Guadalupe Hidalgo Treaty of 1848; two,
during and after the Spanish American War in 1898; three, during and after the taken of
Panama from Colombia in 1903; and four, during and after all other similar situations in
our past history.
The people who stand for respect of human rights, for the rule of law, for fairness and
decency must demand the proper and immediate valuable restitution or compensation of the
Federal and involved State Governments to the Hispanic people for their having usurped and
robbed of their properties, assets, pride, discriminated in their own lands, loss of past
and future enjoyment and financial gains of said assets.
The type of restitution suggested should include a real and effective way to truly help
and contribute to the educational, economical, and political empowerment of the peoples of
Latin America, the Caribbean, and most particularly the peoples of the countries affected,
such as: Mexico, Colombia, Cuba, Dominican Republic, Panama, even the Philippines. A
Marshall Plan, like the one that restituted Europe and Japan after WWII, and Korea after
the Korean War, for Latin America is not only fair and just but highly and desperately
necessary for the future and continued economic strength and security of the United
States. At the end of this process, the United States will come out a major
winner and
stronger benefiting substantially from what could be an over 400 million strong and fast
growing market from the countries of the region. Instead, we have over 70 % of the people
in state of poverty in the region today, under productive, under achieving. We, at The
Americas Foundation, have developed a strategic plan to contribute to effectively
bring most of this segment of the population into productivity and employment getting
decent wages. As a result, they will start receiving and having growing disposal income
thereby entering into the market. This is a win-win-win scenario.
It is to be noted that the United States -Washington's decision to implement the
Marshall Plan in Europe and Asia -was successfully implemented in countries that
historically have not provided the substantial vast natural resources, valuable land,
water ways, assets and other as taken from the Latin American countries by Washington
throughout the history of the United States.
Closure must come on these issues as soon as possible for the own benefit, strength and
security of the United States. President Bill Clinton started the process recently when he
publicly mildly apologized to the people of Guatemala for the US illegal and devastating
/ destructive involvement during the 1950s and afterwards in their internal
government affairs. However, no restitution has yet been considered for that one sad
episode.
