Registering and Voting via Internet

June 6, 1999. The Americas Foundation in its advocacy effort continues to communicate to various members of the U.S. Congress to introduce and pass a bill that should basically state:

Any and all citizens of the United States is and are allowed to register and to vote for the candidate of his/her choice via Internet.

The proper process, control, logistics and security should be planned, designed and implemented within the next six months. Anyone violating the simple spirit of this law should be summarily charged and punished.

The purpose of said bill and law is to provide convenience and the empowerment of the people of the United States. We believe that the technology is available today to implement right away this proposal.


Why?

In the past, President Clinton proposed about $14 million to fight poverty in the United States, while he fought to get Congress to approve over $13 billion to bomb and then rebuild areas of Kosovo and former Yugoslavia. Why?

Why are our -the people's- hard earned resources spent in a far away area with little impact to our daily lives and economic development; while millions of our people live in poverty and children go hungry and uncared for in the United States? Why?

Federal Government Workplace Discrimination

Fall, 1997

Historically and today discrimination and under representation of Hispanic Americans continue in the Federal Government workplace. Hispanics make up about 11 % of the total population and represent about 11 % of the civilian work force of the United States as of 1996. However, the Federal Government employed only about 5% Hispanics in its work force in 1996, according to a Report to the President and the Congress of the United States by the U.S. Merit Systems Protection Board.

Under representation of Hispanics in the Federal workforce is a violation of the statutory mandate of a workforce representative of 'all segments of society.' It is also inconsistent with the requirements of the Congressional-mandated Federal Equal Opportunity Recruitment Program. Additionally, as said Board has noted previously, the Federal Government, as the Nation's largest employer and enforcer of laws, has a special obligation to be fair and inclusive in all its employment practices.

The Table below shows the representation of Hispanic Americans and Blacks in the Federal Government workforce as of 1996.

The Americas Foundation, and all law abiding citizens, must demand immediate application of the laws on this issue. For those officials who claim that they have been addressing the problem, we say that their efforts to date are not enough. Action must be taken immediately across the Government to enforce the existing laws to employ Hispanic men and women in the same proportions as they participate in the civilian labor force and pay taxes. Just as Hispanics are obligated by law to pay taxes and obey the laws today -and not tomorrow- they must have equal opportunity and employed accordingly by the Federal Government! The Foundation has a strategic plan that is a win-win program. Help us implement it.

Immigration Initiative

Washington, October 17, 1997. The current proposed bill by U.S. Congressman Lincoln Diaz-Balart, to provide permanent resident visa solely to Nicaraguans, is not the answer to the immigration situation. His bill continues to divide Hispanic national groups against each other, it is negative! His proposed bill will further develop resentment among our people; it will further polarize us into national groups. Instead, we should be working to come together, to unite, to support each other and work to overcome the myriad of problems that Hispanics continue to experience daily in the US. Some of those problems are: discrimination, under representation, underprivileged, underserved, erroneous perceptions of Hispanics held by the rest of Americans, language, self-esteem, low levels of education, low employment levels in the federal government, state, and local -compared to our participation in the civil labor force. Additionally, Hispanics' substantial contributions they have made and will continue making to the economic growth, security, and sustainability of the United States have been ignored by our history books.

Considerations:

1.      No one of our people, "indocumentado" or otherwise, -except those with criminal records or special cases- should be sent back to their countries of origin. Everyone who has been working and contributing to the productivity of our country's economy must remain in the United States. We need them, our country needs them to continue working at their jobs, to improve themselves, and further contribute to our nation's economic growth to maintain the global economic supremacy which we enjoy.
2. It will be a high price for taxpayers to pay to proceed with the bureaucratic complicated and time consuming logistics to identify, detain, and deport the subject individuals.
3. afford to get rid of individuals who have been contributing and will continue contributing to its economic growth and productivity.
4. From the time of the founding and throughout the history of the United States there is substantial precedent of illegal immigration to the United States from European and from other countries of the world.

Thus, we recommend a bill be introduced in the U.S. Congress and signed into law by the President of the United States. The bill should state that:

Any and all "indocumentados" and others presently residing in the United States who can prove that he or she has been gainfully employed during the last 24 months will be considered and given permanent resident status - a permanent resident visa - by the US Immigration and Naturalization Service.

We at, The Foundation have a strategic plan to contribute to accomplish this almost impossible goal. Distrito de Columbia Discrimina a Hispano Latinos

El Distrito de Columbia, como ocurre a traves del pais, continua impunemente discriminando en todas sus dependencias a Hispano Americanos, especfficamente en las posiciones de alto nivel decisorio.
"Impuestos sin representacion no es democracia", y "Home Rule' son temas favoritos que los lideres del Distrito como el Alcalde Marion Barry, la Congresista Eleanor Holmes Norton, la mayoria de los miembros del Council constantemento mencionan. Sin embargo, para ellos y para todos aquellos que dicen y actuan como ellos, los Hispano Americanos no existen en el Distrito, pues ellos mismos nos ignoran, nos enganan con promesas incuplidas, no entienden ni les interesa nuestras necesidades ni el potencial que representamos. Ellos olvidan el gran beneficio y productividad que todos los dias contribuimos a la economia, e impuestos que pagamos al Distrito. Los actuates lideres y el sistema bureocratico mantienen las puertas cerradas a los Hispanos, no tenemos representantes, y los pocos Hispanos que hay en el gobierno no parecen querer luchar por los demas Hispanos, parece que cierran las puertas a los demas Hispanos despues de ser nombrados.

Mientras no tengamos Hispanos con experiencia, que realmente nos representen a niveles donde se parte la torta presupuestal, donde se deciden empleos y contratos de adquisiones continuaremos siendo discriminados, ignorados y nuestros derechos violados en muchas otras formas. No tenemos, y los que pueden y tienen el poder y mandato de ley nos niegan las oportunidades de igualdad. Esto significa que nosotros mismos, nuestros hijos y familias, perdemos sustanciales oportunidades que no recuperaremos -estan perdidas. De tal forma que cada dia que pasa no solamente los Hispanos sino toda la comunidad desperdiciamos enormes recursos por no permitircenos participar en el proceso economico y educativo de oportunidades iguales en este, nuestro Distrito y pais. ESTA SITUACION EXISTE POR NUESTRA PROPIA CULPA POR NO ORGANIZARNOS, UNIRNOS, PARTICIPAR, CONTRIBUIR, Y TRABAJAR ACTIVA Y EFECTIVAMENTE EN EL PROCESO POLITICO. NOSOTROS MISMOS DECIDIMOS SI QUEREMOS CONT!NUAR DEPERDICIANDO OPORTUNIDADES! Es una realidad historica de que no podemos depender de lideres insensibles quo no entienden, ni quieren entender nuestras necesidades, ni entienden nuestros sentimientos, idiosincracias, y cultura hispana.

La unica forma como los Hispano Americanos vamos a lograr tener influencia politica es participar y contribuir politicamento. Unidos somos un gran poder politico. Adicionalmente, debemos continuar buscando alianzas estrategicas con todos los otros grupos etnicos. Los beneficios de una actitud y actividad politica continua y unida son enormes

We at The Americas Foundation believe that it is to the benefit of the greatest numbers of the American people to have the US Congress give the 'Fast Track" authority to the President of the United States.

Additionally, we work towards achieving the Free Fair Trade Area of the Americas goal set at the Summit of the Americas to be accomplished by the year 2005. This objective is of paramount importance for the benefit of the American people and of the Latin American and Caribbean peoples.

BASIS FOR SUPPORT

Some of the reasons why we support the 'Fast Track" to achieve the Free and Fair Trade Area of the Americas are as follows:

• Helps increase productivity within the total quality management reality
• Helps develop training and education programs at all levels
• Contributes to create new jobs in the US and throughout the Americas
• Contributes to eliminate environmental waste and environmental damage
• Contributes to reduce labor exploitation of minors and others
• Can not oppose globalization of markets -nobody can reverse this global trend
• Is the best way to provide customer satisfaction on the three marketing/sales           
            fundamentals: price, quality, and service
• Increases substantially regional trade
• Creates a synergy of dynamic opportunities at all levels
• Strengthen political stability
• Reduces or eliminates poverty and lack of education
• Gives real and permanent hope to people all over the Americas
• Reduces or eliminates illegal immigration to the United States from Latin America          
           and Caribbean
• The combined population of the Americas of projected near 1 billion people will be          
          a mighty powerful market

REALITY AND ALTERNATIVES

Some jobs will be lost and some business might have to close in the process. However, we believe that each job and business that may be negatively impacted may be redirected into other productive and profitable areas where they may have economic advantages. An effective program for analyzing, evaluating, and recommending these solutions should be determined, funded, and implemented. We offer our expertise, creativity, and innovation to join with others in a strategic alliance to implement the proposed program.
