Who Are We and Plan to Be
HISPANIC AFRICAN ASIAN POLITICAL ACTION COMMITTEE (HALAPAC) founded in Washington is a wider and modern resurgence of the successful PAC established by Victor Pinzon in 1992 in Miami, Florida.

Our goals are ambitious, almost impossible to accomplish, but with a committed growing team of movers and shakers our goals are doable, and we will have fun accomplishing them for the benefit of our people and eveyone.

We seek to have a growing number of members across all 50 states and friends in Latin America, Africa and Asia who are at the forefront of the most vexing issues facing Hispanics, Africans and Asians today: focusing on Hispanics and Latin America, seeking equal representation and resources -because taxation without representation is no democracy- fighting corruption, impunity, poverty; and strengthening democracy, rule of law, government institutions; contributing to the educational, economic and political empowerment of our constituency and people everywhere. And above all, ensuring that Hispanics and Latin America are united and strong enough to meet these challenges.

HALAPAC is open to all, is all inclusive; we seek and encourage doers, movers and shakers to join us. I have been told by several politicians over the years that “the squeaking wheel gets the grease!” Therefore, at HALAPAC we plan to squeak a lot. (Grease for us means attention, resources, access, equal opportunities -today!)

We plan to develop a strong and growing number of members and friends to constantly meet with members of Congress - at their home and in Washington. - We plan to have HALAPAC activists help pass more than 100 pro-Hispanic and Latin America, African, Asian legislative initiatives a year. We will work to procure comparative funding to our people as the successful American Israel Public Affairs Committee (AIPAC) gets for Israel (over $3 billion in aid annually).

We seek to develop an organization so that activists work closely with the future HALAPAC's professional staff -people that we will draw from the top echelons of government, diplomacy, academia and politics. Our HALAPAC lobbyists will meet every member of Congress and cover every hearing on Capitol Hill that touches on Hispanics and U.S.- Latin America relationship. HALAPAC policy experts each day will review hundreds of periodicals, journals, speeches and reports and meet regularly with the most innovative foreign policy thinkers in order to track and analyze events and trends.

Professionals in our soon to be established HALAPAC's regional offices will reach out to activists in hundreds of communities each year from Seattle, Washington to Miami, Florida. Whether meeting in a neighbor's living room, attending a ballroom gala or participating in a HALAPAC conference in Washington, DC, HALAPAC activists will receive up-to-date analyzes of Hispanics, Latin America issues and American politics.

HALAPAC will also become active on over 100 college campuses nationwide, educating students about the importance of the U.S.-Latin America friendship and Hispanic needs. HALAPAC's top quality seminars will give young people information and skills to become sophisticated pro-Hispanic and pro-Latin America political advocates both on and off campus. And our exceptional competitive school year and summer internship programs will be regarded among the nation's top opportunities for young political enthusiasts.

Our Current Agenda

Preparing the Next Generation of Pro-Hispanic, Pro-Latin America Leaders
The challenges for today's students are enormous -- Hispanics are polarized by country of origin with deep divisions among our 21 countries of origin. Historically, though we have beautiful wonderful cultural roots, we have serious wasteful behavioral patterns and traits that we must overcome. At HALAPAC, we plan to encourage our youth to join to work as a team to win each and most of the games we will face, and become the best that we can be across the U.S. and across Latin America!
HALAPAC will train and educate pro-Hispanic and pro-Latin America students across the U.S. and throughout Latin America and develop their leadership skills so that they become effective citizen lobbyists today and our pro-Hispanic and pro-Latin America leaders tomorrow.
 

Educating Congress About Hispanics and the U.S.-Latin America Relationship

Two-thirds of the House has been elected during this past decade, one in every three senators is in his or her first term and more than 2,000 candidates likely will run for federal office in the next two years. HALAPAC invites anyone and everyone to join us as members or friends to educate all of them about the importance of Hispanics and the U.S.-Latin America relationship. To complete this task, we must develop an unparalleled network of activists by traveling to communities both large and small in all 50 states.

Welcome to HALAPAC's Political Empowerment Leadership Development Program (PELDP), which we plan to earn the highest respect and esteem of members of Congress for the quality of its leadership and excellence in education.

Overview of PELDP
We seek through PELDP to involve college students in pro-Hispanic and pro-Latin America political activity. PELDP invites student volunteers on every college campuses nationwide to encourage their peers to build relationships with elected officials, seek internships in the political world, volunteer on campaigns and lobby their members of Congress on issues that strengthen Hispanics and the U.S.-Latin America relationship. We plan to develop PELDP professional Field Organizers to work from coast to coast to educate students about the issues and involve them in the political process.

Events, Workshops, Conferences
We plan through PELDP to sponsor statewide and regional workshops and conferences. During election cycles, HALAPAC plans to host national voter registration drives cosponsored with all other entities to encourage and take tens of thousands of new student voters to the polls.

Internship Program
HALAPAC's internship exceptional program offers a most challenging experience to college students in DC. HALAPAC interns receive hands-on work experience, learn about Capitol Hill, and gain in-depth insight into politics Hispanics and Latin America. Our program graduates will have a synergy of opportunities and members of a dynamic global network, with potential work opportunities on Capitol Hill, in the White House, in the federal government, within the media, the international community, embassies, corporate America, Latin America, etc.

Campus Liaisons
HALAPAC Campus Liaisons will lead the pro-Hispanic, pro-Latin America effort on campus and receive weekly e-mails. Student members receive biweekly reports on Hispanics and US foreign policy in Latin America; action agendas; legislative alerts and access to the HALAPAC Job Bank.

Policy Conference
Student members are eligible for subsidies to attend HALAPAC's annual Policy Conference in Washington, DC, where they join their peers and community activists to lobby their members of Congress face to face.

HALAPAC
Internship Program

The HALAPAC Internship Program enables students to contribute to strengthening Hispanics and the U.S.-Latin America relationship by participating actively in what could become one of the most dynamic lobbying groups in American politics. HALAPAC selects interns from a pool of highly qualified applicants who work at various HALAPAC offices and departments and then return to their campuses to promote pro-Hispanic and pro-Latin America political activism.

General Internship Information
Each semester and summer, HALAPAC will select highly qualified pro-Hispanic and pro-Latin America students for internships in its national and regional offices. HALAPAC interns will become actively involved in the efforts of one of the most effective lobby working group to strengthen Hispanics and the U.S.-Latin America relationship. Interns are expected to return to campus to promote pro-Hispanic and pro-Latin America political activity.

Washington, DC Internships:
Washington, DC interns will be active in all aspects of HALAPAC. They will conduct research on current events, lobby Members of Congress, attend hearings on Capitol Hill and assist HALAPAC staff in all elements of their work.

Semester interns will work a minimum of 16 hours per week and may receive college credit. Summer undergraduate interns work full-time and may receive a stipend. During the summer, student activism and leadership development will be major components of the internship experience. Summer interns will help HALAPAC reach out to hundreds of students in Washington by organizing a series of educational seminars on Capitol Hill and hosting HALAPAC’s National Political Leadership Training Seminar, a day-long conference in July.

We plan to have seminar speakers such as: the Senate Majority Leader, other Senators and House of Representatives, the Secretary of State or the Under Secretary of Latin American Affairs, White House officials, Ambassadors. Summer interns are expected to lead the pro-Hispanic, pro-Latin America effort on campus and encourage potential interns upon their return in the fall.

Interns work in one of six departments:

Legislative: Works to sensitize Members of Congress and Hill staff to the importance of Hispanics and of a strong U.S.- Latin America relationship.

Foreign Policy Issues: Provides information about the US-Latin America bond to decision- makers and opinion leaders throughout the country.

Political Affairs: Educates candidates for political office about Hispanics and Latin America-related issues and helps involve the pro- Hispanic/ Latin America community in the American political process.

Communications Department: Serves as the organization's central message center, and maintains, updates, and develops the content of the HALAPAC web site.

Development: Raises funds to ensure the future of the pro-Hispanic and pro-Latin America lobby.
Political Leadership Development: Educates and organizes the pro- Hispanic pro-Latin America community on campus, promoting strong U.S.- Latin America ties.

Regional Internships:
Regional interns are placed in offices around the country and throughout Latin America to work on special projects. They should apply through the DC office and specify in their cover letter where they would like to work.

2. A resume indicating political experience (campaign work, student government, relevant course work) and         involvement (campus activism, study/travel in Latin America, etc.).
3. A one-page, typewritten essay about your involvement with pro-Hispanic and or pro-Latin America work on         campus.
4. A letter of recommendation from your HALAPAC campus liaison and other professional.

Welcome Midwestern and Southwestern students! I am XYZ and I work with schools from as far east as Ohio, as far north as North Dakota, and as far south as Texas.

As a student at YRS University I was a pro-Latin America activist. I wrote letters to my member of Congress, I organized an evening with members of Latin American Consulates on my campus, I studied at the NHAG University in Bogota, and I sponsored a program featuring Congressmember TRDF. I look forward to sharing these experiences and others with you in the near future.

Hello, my name is SSSTT and I am HALAPAC's Field Organizer for the entire West Coast. I learned of HALAPAC in Uruguay when I participated in the first xxxxxx trip. When I returned to school at Indiana University I was ready to work hard to create a strong pro-Hispanic and pro-Latin America presence on my campus.

SUMMER SEMINAR SERIES:

On Wednesday, June 12, 2002 over 100 college students and young professional from around Washington, D.C. will attend HALAPAC's first Summer Seminar. The seminar will feature Senator Christopher Dodd (D, CT) and or other U.S. Senator and House of Representatives, who will speak about the importance of Hispanics and a strong U.S.-Latin America relationship. Dodd will highlight some of the challenges of the digital Divide and the Haves and Have-nots, and the great opportunities these challenges offer. The seminar will be hosted by HALAPAC'  Summer Interns. You will be able to read the full text of Dodd's speech in our website.
